Centre County Uniform Construction Code Board of Appeals (Appeal Form) (PDF)
On March 1, 2005, the Centre County Board of Commissioners established the Centre County Uniform Construction Code (UCC) Board of Appeals to represent the interest of the municipalities that have opted-in to the State-wide Building Code as authorized by Act 45 of 1999. The Centre County UCC Board of Appeals hears and rules on appeals, requests for variances and requests for extensions of time under the building code. However, the Centre County UCC Board of Appeals does not hear or rule on appeals, requests for variances and requests for extensions of time related to accessibility under the act. Members of the Centre County UCC Board of Appeals shall be qualified by training and experience to pass on matters pertaining to building construction. Training and experience may consist of licensure as an architect or engineer, experience in the construction industry, and training or experience as an inspector or plan reviewer.
Appeals shall be based on a claim that the true intent of the act or Uniform Construction Code has been incorrectly interpreted, the provisions of the act or Uniform Construction Code do not fully apply or an equivalent form of construction is to be used. A paper copy of the Appeals Form may be secured at the Centre County Planning Office and at the offices of the participating Municipalities or downloaded from the link below. The Appeals Form and any associated material shall be accompanied by a copy of the written decision of the Building Code Official upon which the appeal is based. The completed Appeals Form shall be filed with the Board Secretary in the offices of the Centre County Planning Office. The Centre County UCC Board of Appeals shall hold a hearing within 60 days from the date of an applicant’s request unless the applicant agreed in writing to an extension of time.
All hearings are held at the Willowbank Office Building, 420 Holmes Street, Bellefonte and are open to the public.
